It is rare that an institution does lose eligibility, but it does happen from time to time. Should the customer lose eligibility, their subscriptions do not get deactivated. The loss of eligibility simply limits the partner and customer from acquiring new subscriptions (new purchases). Existing license will continue to be usable. The subscription will also auto renew, as with all CSP purchase subscriptions, without disruption of service. The partner will then need to move their customers subscription to the commercial offers.
