Partners can raise a support case directly with Microsoft through partner center if need be. This follows standard support from Microsoft as part of the CSP program. Also, partners can request rhipe to raise a support case on their behalf. Example scenarios include increasing the resource quota in Azure.
Optionally partners can buy support package from Microsoft. This includes support packages like Advanced Support for Partners; Premier support for partners from Microsoft.
