Is Rhipe Considered A Control Partner Vendor?

The definition of Control Partner Vendor by Microsoft is: Control Panel Vendor (CPV) is an independent software vendor that develops apps for use by CSP Partners to integrate with Partner Center APIs. Whilst it might sound a bit like Rhipe, the main difference between CPV and Indirect CSP is that CPV simply provides partners with a tool to connect to the Partner Center API.  In this case partners use their own accounts and get billed by Microsoft directly. 

Rhipe, however, uses accounts to connect to Partner Center API and get billed by Microsoft, in turn then billing our partners, thus Rhipe is not CPV.
