Is SharePoint Server included in any bundle available under SPLA?

Yes. SharePoint Server is available through the Productivity Suite SAL available under SPLA. This SAL is a User SAL only and cannot be licensed as a Device SAL. The Productivity Suite SAL contains the following SALs:

  1. Exchange Standard SAL
  2. Skype for Business Server Enterprise SAL
  3. SharePoint Standard SAL
